How to Request Kokomo Police Records
Indiana's Access to Public Records Act at IC 5-14-3 gives every person the right to request and receive public records from the Kokomo Police Department. Residency is not a requirement, and you do not need to explain your reason for requesting. The only requirement is that your request identify the records well enough for staff to locate them.
To request records, contact the Records Division at 765-456-7017 or visit in person at 100 S. Union Street. You can also mail a written request to the same address. When describing what you want, include the date and location of the incident, the type of record (incident report, arrest log, etc.), and any case or report number you have. The more specific you are, the faster the department can find and process the request.
The department has seven calendar days to respond under APRA. That response will be the records with a fee statement, a notice that records are ready for pickup, or a written explanation of any exemptions that apply. Active investigation files are typically exempt until the investigation closes. Juvenile records and certain victim-related information are also protected by law. If part of a record is exempt, you still get the non-exempt portions with exempt content redacted.
If you believe a denial is improper, you can appeal to the Indiana Public Access Counselor at no charge. The PAC reviews the situation and issues a formal opinion. This process is straightforward and most disputes are resolved at the PAC stage without the need for court action. The PAC can be reached through the Indiana government website and accepts complaints electronically.
Kokomo Indiana Criminal History Search
For a background check covering all of Indiana, not just Kokomo or Howard County, the Indiana State Police Limited Criminal History (LCH) database is the standard public resource. The LCH aggregates conviction records and pending charges from courts and law enforcement agencies across all 92 Indiana counties. Search at in.gov/ai/appfiles/isp-lch/ for $15.70 by credit card, $15 with a subscriber account, or $7 by mail.
Online results are returned quickly, usually within minutes. The LCH is governed by IC 10-13-2 and shows Indiana conviction records. It does not include criminal history from other states. If you need a national search, the FBI or an authorized third-party provider would be needed in addition to the LCH. For most purposes involving Indiana activity, the LCH is the right starting point and provides a quick, reliable result.
The screenshot below from the Indiana State Police criminal history page shows what the LCH search covers and how to read the results it returns.

Criminal charges from KPD arrests, civil suits, family court matters, and protective order cases from Howard County are all accessible here. No account is required, and searches are free. MyCase is typically the fastest way to check on the status of a criminal case without requesting paper records from the police department.

Search by name, zip code, city, or map. Listings include addresses, photos, and offense details for each registered offender. The data is updated regularly as registrants move or change their registration status.

Searches are free. The registry is updated as courts enter new orders, modifications, and terminations into the statewide system.
Kokomo Crash Reports and Body Camera Records
Vehicle crash reports from Kokomo and Howard County roads are available through BuyCrash.com. This is the Indiana State Police vendor for certified crash reports. Have the crash date, location, and party names ready when you search. Most reports appear in the system within a few days of the crash. The fee depends on the format you select. BuyCrash is the standard tool for ordering Indiana crash reports, whether the responding agency was KPD, the Howard County Sheriff, or the Indiana State Police.
For records involving the Indiana State Police rather than the Kokomo Police Department, the ISP APRA portal at in.accessgov.com/isp-apra handles online submissions. This portal is separate from KPD and covers requests for ISP troop post records, state investigations, and ISP-managed programs that operate in Howard County and the surrounding area. The portal lets you track your request status after filing.
Kokomo Body Camera Footage Requests
Body camera footage from KPD officers is available under Indiana's open records law, but processing these requests takes longer than standard reports. Staff must review footage and redact any exempt content before release, which can be time-consuming. Kokomo PD may charge a reasonable fee to cover actual staff time spent on review and preparation.
To request body camera footage, submit a written request to the Records Division. Include the date, time, and location of the incident, the names of the parties involved, and any case or report number associated with the incident. Being specific helps staff find the right footage without extended searching. Footage from active investigations is generally withheld until the case closes. Juvenile content and information that could identify a confidential informant are also exempt.
If the department denies or limits a body camera request, it must provide a written explanation citing the specific legal exemption. You can appeal to the Indiana Public Access Counselor at no cost if you believe the denial is not justified under Indiana law. The PAC process is handled electronically and does not require an attorney.
